About the role

The Manager III, Program Management role will lead the Fee Strategy Operations (FSO) team — Amazon's central execution and operations arm for fee strategy, seller incentive programs, and Go-To-Market (GTM) delivery across worldwide marketplaces. You will manage a team of program managers, business analysts, and operations specialists working at the intersection of Fee Strategy, Product, Tech, Operations, and cross-functional stakeholder teams to drive execution across key workstreams including annual and peak fee changes, seller incentive programs (NSI, NSP, GSI), Gen AI–powered automation, and seller experience improvements.
Our environment is fast-paced and high-impact — the team manages GTM execution across 19+ marketplaces, coordinates with 40–50 cross-functional POCs per launch, and drives programs projected to generate billions in incremental seller GMS. This role requires a self-starter who is detail-oriented, analytical, and comfortable leading through ambiguity while managing multiple concurrent programs, partners, and senior leadership stakeholders.
The Fees Team is looking for an experienced, enthusiastic, and diligent Manager who can deliver on complex cross-functional programs while aligning with organizational goals and partnering across Product, Tech, Finance, Legal, Tax, Marketing, and Seller Support teams. You should understand business problems end-to-end and have the ability to prevent or mitigate consequences of poor business decisions. As the owner of the program, you should be able to look at the bigger business picture, drive outcomes by understanding relevant business requirements, and scale operations through automation and AI-driven solutions.

Key job responsibilities
• Lead and develop a team of program managers, analysts, and operations specialists responsible for worldwide fee strategy execution and incentive program management
• Own end-to-end GTM execution for annual fee changes, peak fee changes, and policy updates across US, CA, EU, JP, AU, and emerging marketplaces — managing 100+ tasks, 20+ milestones, and coordination across 15+ teams per cycle
• Drive program management for seller incentive programs (New Seller Incentives, New Selection Program, Global Selling Incentives) including launch readiness, enrollment acceleration, credit utilization campaigns, and causal measurement
• Partner with cross-functional teams including Fee Strategy Product Managers, Tech, Legal, Tax, Finance, Marketing, and Seller Support to understand business requirements and deliver integrated execution plans
• Identify, quantify, and escalate technical issues across incentive programs — driving root cause analysis, impact assessment, reimbursement execution, and seller communications
• Champion Gen AI and automation initiatives to scale operations, including AI-powered ticket resolution, content generation agents, and automated data quality auditing
• Communicate regularly with senior leadership and stakeholders; define and track relevant KPIs to report program health, seller impact, and operational performance
• Plan resourcing, analyze and report weekly and monthly metrics; identify trends and opportunities to improve processes and reduce seller friction
• Execute high-priority, cross-functional projects to improve operations performance and seller experience
• Design and implement automation solutions that remove manual processes and enable stakeholders to manage the business more effectively
• Build and maintain centralized data stores and reporting dashboards to enable self-serve analytics for worldwide tenant and internal teams

A day in the life
1. Be a part of BRD review for an upcoming annual fee change, aligning GTM timelines and RACI ownership across 17 teams
2. Review metrics on fee incentive programs (NSI, NSP, GSI) with business stakeholders — tracking enrollment, credit consumption, and iGMS impact
3. Manage a seller escalation related to fee discrepancies, coordinating root cause analysis and reimbursement execution
4. Develop a working backwards plan for seller communications related to a fee policy change across multiple worldwide marketplaces
5. Review AI agent performance metrics — assessing auto-resolution rates for the NSI/NSP Resolver Agent and identifying expansion opportunities
6. Align with Product and Tech teams on upcoming incentive program launches, ensuring operational readiness and test order validation

Basic qualifications

- 6+ years of working cross functionally with tech and non-tech teams experience
- 6+ years of team management experience
- 6+ years of cross functional project delivery experience
- 5+ years of program or project management experience
- Experience defining program requirements and using data and metrics to determine improvements

Preferred qualifications

- Experience managing, analyzing and communicating results to senior management
- Experience driving GTM execution for fee changes, incentive programs, or seller/merchant-facing initiatives across multiple marketplaces
- Experience operating in a WW (worldwide) program management capacity across multiple geographies and regulatory environments
- Familiarity with Gen AI tools and automation frameworks (e.g., AI agents, workflow automation) to scale operational processes
